What is the place of IDP research in refugee studies? What should it be? My suggestion is that there is a prior question. It is necessary to understand why the focus of IDPs arose when it did. What political agenda was behind the definition and the mode of institutionalizing the program? What relationship has the IDP program to the current developments in handling refugees? Put another way, why did refugee studies begin and expand in the early eighties separate from immigration studies?
